So... you can meet people who knows English in universities, and big cities like Moscow, St.Hi. My friend directed me to this page where I saw your question, and I want to give my private answer for it. Maybe you find it informative.
I'm Ukrainian from Kiev, the capital of Ukraine (ex-USSR, near Russia). Kiev still speaks mostly Russian, so situation here is somewhat similar to Russian. Also I worked for 3 years as English-Russian translator, and I was moderator on international Russian-speaking computer forum. Because of all this I think I know something about Russian-English matters.
(1) Russian and English languages are very different. Some parents now teach their children Russian and English from the early childhood, but most do not.
(2) Russian speaking community is big self-sustaining community. You can expect all kinds of popular things be translated or localized into Russian - books, films, software, games, journals, guides - everything. Even pirated games and films get translated.
(3) English was most popular foreign language in the Soviet Union, and still are in ex-USSR countries. Many children learn English in schools, colleges and universities, but because lack of practice (speaking and even reading) most of them don't become good English speakers .
(4) There are plenty of private courses, where one can improve his/her English, but usually this costs higher than average people can afford.
(5) In ex-USSR it's much easier to get something (books, films) in Russian than in English. People used to that, so if I cite something in English (or link to something in English), the chances are high that I will get a request to translate it into Russian.
So... you can meet people who knows English in universities, and big cities like Moscow, St. Petersburg or my lovely Kiev, where Europe "is closer", where there are many offices of foreign companies, and English is a plus if you looking for good job. But even in those big cities there are not many people with fluent English.
